I'm ordering a new computer. Will it do the job with 30 pfs?

Yes. It will do the job at around 40fps unless you're running the recently released DirectX 11 version with the high resolution textures patch.
In that case, the 560ti will struggle because the high resolution textures pack requires 2GB of VRAM (the ram on the video card) to run well.
